PRESSURE is mounting over Halal only menus in schools with a planned hunger strike and threats of parents withdrawing their children.

Harrow Interfaith Council became the latest organisation to voice outrage over the policy after pupils returned from their summer holidays this week.

Reverend Tim Gosden, chair of the body, said some mothers and fathers had discussed the possibility of removing their children from schools in the borough.

Sikh representative Paramjit Singh Kohli said two parents had told him they will go on hunger strike outside one of the borough’s secondary schools if there is no change within two weeks.

He said: “I’d say to parents take your kids out of school. I would advice them strongly. But that’s the second option, the first option is to make sure there is another meat option on the menu.”

The council says fish and vegetarian dishes are always offered and that pupils can bring packed lunches to school if they do not want to eat from the menu provided.

But Mr Kohli said: “Fish and vegetarian dishes are not the alternative, the alternative is non-halal meat. Those dishes are for the people who are vegetarian and vegan.”

Even the Muslim community did not back the decision.

Ghulam Rabbani, general secretary of Harrow Central Mosque, said: “I welcome the fact they serve Halal meat. They should also take account of all the religions, not just Muslims.

“Halal I think is our right but if it is Halal only people might think they are doing a favour for Muslims.”

Reverend Gosden said in a letter to the Harrow Times he feared the policy might attract unwanted attention from anti-Islamic groups like Stop the Islamisication of Europe (SIOE).

The group held two protests outside Harrow Central Mosque against the religious institution’s new building last year, raising fears the organisation might spark racial tensions in the borough.

The council says it will review plans to provide Halal only meat in primary schools but there has so far been no outcome.

A statement put out by the authority on Friday, August 6, insisted: “The use of halal meat is common practice across London in many schools, public organisations and indeed restaurants, because of the need to provide segregated meat preparation.

“However, there is a choice of menu every day and frequently there is a fish, as well as a vegetarian choice.”

The council declined to add to its statement.

It’s a scene replicated in Middle Eastern supermarkets every day; bustling abaya-clad women browse tables piled high with flatbreads, jarred olives, and rows of spices. Arabic signs flag cut-price halal meat, while mango juice, non-alcoholic wine and sweetmeats jostle for shelf space.

This store, however, is Wal-Mart; the world’s largest retailer and a brand as all-American as the Super Bowl. It’s based in Dearborn, Michigan, a town that is home to half a million Arabs; and its existence is one of the clearest signs yet that the Muslim consumer is on the rise.

From Malaysia to Manchester, the global halal industry has exploded. Spanning from food, to fashion, to finance and pharmaceuticals, buying Muslim is big business and multinationals globally are slugging it out for a taste.

At stake is what consultancy group AT Kearney estimates to be a $2 trillion market, underpinned by one of the fastest growing religions in the world.

In the past decade, Asia’s one billion-strong Muslim population has grown by 12 percent. In Europe, the gain is closer to 140 percent, rapidly outpacing the rest of the population. More than 30 million Muslims live in the Russian Federation.

In Britain, Muslims are the quickest-growing segment of the middle class, chalking up an average of 3.4 children against the national average of 1.9.

With mass, comes spending power. Globally, the halal food market is pegged at $560bn, with Islamic finance worth a hefty $400bn and growing at 15 percent a year. America’s eight million Muslims spend a reported $170bn annually while, across the Atlantic, those in the UK fork out $31.5bn. In France, the halal food market alone is worth $7.1bn a year. Little wonder, then, that some of the world’s biggest brands are going all-out to win over these big-spending consumers.

“Slowly but surely, halal is going mainstream,” says Lisa Mabe of Hewar Social Communications, a US firm that specialises in the Muslim market. “Brands are waking up to the fact that this is a whole other consumer segment, at a time when other markets are tapped out.”

Duncan James, a consulting director at The Brand Union, Dubai, describes it as a numbers game. “One in every 3.3 people on the planet is Muslim so there is sheer demography there. People are seeing that and investing,” he says.

Leading the dash is Nestlé, the Swiss retailing juggernaut, which has been churning out halal versions of its brands — including Kit Kat, Smarties and Nescafé — since the 1980s. Today, it’s the industry’s biggest food manufacturer, with around 18 percent of its 456 factories certified halal.

Payback has come in the form of profit; today, halal brands account for around five percent of Nestlé’s annual sales, at a hefty $3.4bn.

Over at Al Islami, one of the Gulf’s largest halal food firms, GCC sales were up 23 percent last year to AED500m ($136.1m). Al Islami, whose tagline is ‘I take pride in my cooking and my faith’, began selling into the UK and France in 2007. It plans to launch its fast food franchise, Al Farooj Fresh, there later this year, going head-to-head with giants such as KFC and McDonald’s.

“The West has had a lack of large halal suppliers like us so we see an opportunity,” says Saleh Abdullah Lootah, managing director, Al Islami. “Next on our radar is the US, in the next two to three years. Halal touches every sector now; pharmaceuticals, cosmetics, baby food.”

He’s not wrong. Novartis, the Swiss drug maker, has churned out a halal meningitis vaccine, all the better to target Muslim pilgrims with, in line with Saudi Arabia’s travel guidelines.

By Angela Doland (AP)

(AP) PARIS (AP) – Note to big companies hoping to tap into France’s lucrative but long-neglected Muslim consumer market: Pitfalls may await, and not only in the form of complaints from the far-right.

As of this week, 22 outlets of popular French fast food chain Quick are serving burgers it says respect Islamic dietary law. And while many Muslims are delighted, the powerful main Paris Mosque complained Thursday that Quick’s criteria aren’t all-encompassing enough, and that the operation is meaningless.

Quick’s meat is certified as halal, but Cheikh Al Sid Cheikh, assistant to the rector of the Paris Mosque, said the burger chain should have had the other ingredients checked as well, from its mustard to buns to fries.

“The rest must be validated too, or else there’s no point,” he told The Associated Press. Quick responded that it has no intention of making any of its restaurants halal through-and-through – beer is still served there, for example, said spokeswoman Valerie Raynal.

Such cultural sensitivities are new territory for many French companies. Until recently in France, a country obsessed with secularism, companies were hesitant to reach out to France’s Muslim population, estimated to be 5 million, the largest in Europe.

Quick, the No. 2 burger chain in France after McDonald’s, is the latest group to enter the expanding French market for halal food, which has an estimated ýýý5.5 billion ($7 billion) in annual sales, according to a study by France’s Solis marketing agency.

Both the Casino supermarket chain and the Fleury Michon line of cold cuts have halal offerings. The Paris Mosque has high praise for Kentucky Fried Chicken France, which it says spent four months consulting with Muslim officials recently about its fare. The chain is a rarity in that it has offered halal food for years – though it never trumpeted the fact.

Part of companies’ reticence may have been political. Quick’s announcement prompted a torrent of negative commentary from the far right and from the rest of the political spectrum, with complaints that the company was forcing halal food on non-Muslims. Only about 6 percent of the chain’s outlets have gone halal.

The brouhaha over the burgers follows a debate on burqas, which France is preparing to ban – a symbol of the country’s insistence that integration is the only path for its minorities.

Beyond the political chatter, the Paris Mosque’s reaction highlights disagreement among France’s Muslims about what foods are really halal, who is qualified to decide, and whether the certification agencies are rigorous enough in making sure that animals are slaughtered properly.

Halal meat must come from animals that have been killed by a cut to the jugular vein. The animal’s head is pointed toward Mecca, and a blessing is recited.

Fateh Kimouche, founder of the French Muslim consumer Web site Al-Kanz, says most of the 40 to 50 outlets in France that provide halal certification aren’t rigorous enough and don’t have their own inspectors to verify that Islamic law is being respected.

He says the situation is scandalous, calling it “halal-gate.”

“Up to 90 percent of meat marked ‘halal’ isn’t really, and there are big names in French industry that are up to their necks in the problem,” he said.

Beyond that concern, he says Quick’s decision will be a wake-up call to big business about how important the halal market is in France. Quick, for its part, says business has doubled in recent months at eight outlets that have already tested the concept.

PARIS | Tue Aug 31, 2010 12:48pm EDT

PARIS (Reuters) – A French fast food chain announced on Tuesday it would almost triple its line of halal hamburger restaurants because sales had doubled in a trial that sparked a heated debate about the integration of Muslims.

The Quick chain of 358 restaurants around France said it would boost its halal-only outlets to 22 on Wednesday after the trial in eight areas with a strong Muslim population also saw a doubling of customers and a rise in the amounts they spent.

Quick, which is a challenger to the U.S. hamburger chain McDonald’s and runs franchises in seven other countries including Belgium, Russia and Algeria, said the move was purely commercial.

“We’re in a very competitive market and we’re the challenger,” said General Manager Jacques-Edouard Charret, whose company competes against about 1,150 outlets for the U.S.-based McDonald’s.

“We are not a philanthropy or a charity,” he told a news conference. “Our ambition is to develop Quick’s turnover and create jobs. And it’s going well.”

Asked if the halal-only outlets would separate Muslims from other customers, he said: “To the contrary, this is an opening. It’s a restaurant where Muslims, Catholics and Jews can eat the same product without bothering anyone.”

Quick came in for criticism earlier this year when its trial, which sold only halal beef and replaced bacon with smoked turkey, hit national headlines. Agriculture Minister Bruno Le Maire said ethnic marketing like this was against French values.

The mayor of a town with a halal Quick threatened a law suit for discrimination against non-Muslims. A far-right leader accused the company of imposing an “Islamic tax” on customers because part of the meat price goes to Muslim clerics who certify it was slaughtered according to Islamic law.

BOOMING HALAL MARKET

But the growing halal market is now twice as large as that for organic food in France, whose five million Muslims make up Europe’s largest Islamic minority. Many French Muslims eat halal and fast at Ramadan even if they do not pray regularly in mosques.

A survey this year estimated the French halal market at 5.5 billion euros ($6.95 billion) annually with growth expected at 20 percent a year as the Muslim middle class expands.

McDonald’s in France does not offer halal meat but another U.S. fast food chain, Kentucky Fried Chicken, does.

Quick’s restaurants for the six-month trial were located in several large cities around France while most of the new outlets will be in the suburbs around Paris where many Muslims live.

The trial restaurants were chosen because managers noticed they had been selling double the national average of fish sandwiches — the usual option for observant Muslims if halal meat is not on the menu — and many fewer bacon burgers.

After the trial, sales of giant halal burgers ran far ahead of the national average while fish sandwich sales dropped to the same level as in non-halal outlets, Quick said. Each outlet also hired about 25 more staff to deal with the higher demand.

Quick said the halal restaurants would still sell beer, as its other outlets do, and offer non-halal hamburgers on demand that are cooked elsewhere and reheated in the restaurant.

Prisons

According to our sources, the Federal Public Service (SPF) of Justice will soon launch a pilot project to train personnel in prisons about the problematics of halal. Apparently, though it is difficult to obtain exact figures on the percentage of Muslims in Belgian prisons. observers agree that there are many religious Muslims there. And it also frequently happens that inmates convert to Islam in prison. Prison guards, nurses and doctors are often confronted with requests or conduct by prisoners which they are not trained to handle. “It is true that there is a pilot project on the problematics of halal, but it’s briefings,” confirms an official of the SPF Justice.

It happened that inmates refused medication because it contained animal fat (pork jelly in some suppositories) or because it wasn’t halal. Or worse yet, they take the medicine prescribed by the doctor, but refuses care. Another problematic situation concerns the case where prisoners are treated, for example, with methadone, and refuse care because it’s during Ramadan.

The SPF Justice turned to two specialists in the field to lead the training session: Belgian Bruno Bernard and French Florence Bergeaud-Blackler. Together they published an interesting practical guide (“Comprendre le halal”, understanding halal) on the problematics of halal, a modern business with financial implications and different certifications.

An expert in foreign trade, Bruno Bernard advises the Chamber of Commerce of Brussels on all matters relating to European halal certifications. A Phd in sociology,Florence Bergeaud-Blackler is an associate researcher at the institute for the study and research of the Arab and Muslim world (CNRS) in France.

The sessions will start in October. They will initially be organized for health-care workers, mostly doctors, nurses and psychotherapists, and later it would be extended to prison guards and cooks. It appears that there’s a lot of interest in the first session among prison personnel who want more information about the problematics of Islam, as a specific number of participants are needed in order to organize the sessions and apparently the quotas have been met.

Participation in the sessions is voluntary. “Our mission isn’t to provide all the answers to the participants in these sessions, but to give them the basics that will allow them to avoid conflicts and move towards solutions. It will also help them to respond satisfactorily to the statements fo certain inmates on things which are completely wrong or false,” Bruno Bernard told us when we contacted him.

Based on her experience in France, Florence Bergeaud-Blackler says that prison officers feel “alone and bad when dealing with statements using Islamic references that escape them.”

Initially, the nursing staff of two Francophone prisons, notably the prisons of Andenne and Ittre, will participate in the training sessions. A similar initiative will target prisons in northern Belgium, with a Flemish specialist. Steps are underway to appoint one.

France is closely following the Belgian approach, as initial contacts were made with the French authorities for similar training sessions to be organized there.

Hospitals

Prisons are not the only ones facing problems with halal and Ramadan. Hospitals in Belgium are also dealing with these issues. “The religious commandments are followed widely also in hospitals. Some patients, notably the older ones, completely reject the idea of not observing Ramadan. They say they’re about to die and they fear going back to their God without observing the fast. Means with pork are routinely rejected. Menus with meat are generally refused. Menus suspected of containing meat or alcohol products are avoided. The possibility of the presence of prohibited animals parts (pork gelatin or insulin) sometimes causes leads certain patients not to take their medication if they are not sure the products are allowed.,” says Florence Bergeaud-Blackler.

She says that this situation affects the health of the patients with elderly patients, nursing mothers and people with chronic illness (diabetes, hypertension, asthma, epilepsy etc.). “Accidents are not rare. A Parisian doctor of diabetes noted decompensated diabetes 2-3 times more frequently, leading to emergency hospitalization, in this period.”

She says that fasting or refusing non-halal food, can lead to malnutrition among vulnerable people. And according to the results of a study in the British Journal of Nutrition, a malnourished patient is five times more likely to get iatrogenic infection. “Malnourished patients are at increased risk of getting anemia, asthenia (loss of strength), wasted muscles, impaired immune system which increases the risk of infections. They more serious risks are blood [ed: should be lung?] infections like pneumonia and blood poisoning which can lead to large number of premature deaths,” says Florence Bergeaud-Blackler, recalling a Belgian study on the economic costs incurred by malnourished patients.

“The direct costs of undernourishment in institutionalized health care comes mainly from extended stays due to weakness of the patients, their poorer ability to recover, or the need for additional care resulting from diseases contracted during the hospital stay (e.g. iatrogenic infections). A reporty by the Belgian Society for Clinical Nutrition estimated that 400 million euros a year, that is to say 7% of the annual hospital costs, are additinal direct costs of malnutritiion.” This doesn’t count the direct costs of the stay itself, and addtionally there are indirect costs incurred by the patient’s family (travel, home nursing, lower income), but also by the community (absentieeism, replacing workers and thus lower productivity).

According to our sources, the university hospital in Liège ordered a copy of the book ‘Understanding Halal’. “We do not buy halal products, but we must say that we’ve never been asked for halal food. However, our Muslim patients have a pork-free diet,” says Jean Codognotto, purchasing manager of the hospital. The Citadelle Hospital in the Liège region also say their patients have personalized dishes and the meal preparation is supervised by the dietetic service.

France has six million Muslims. These avid consumers of halal food (in accordance with their religion) are the new target market for fast-food restaurants. The fast-food chain Quick was surprised at how succesful their initial series of halal restaurants had become by the end of 2009. They are now getting ready to open some new restaurants after Ramadan in September. The meat professionals, for their part, remind us that the majority of meat sold as halal in France is not verified. Al-Kanz is a French blog and specialist in this market. He believes that Quick’s announcement trivializes what has become an inacceptable situation for the halal market.

Back in February we wrote that Jacques-Edouard Charret, Quick’s boss was retaliating against his old company, the Casino Group which entered the halal market in 2008. Quick had no doubts about the success of the operation; Jacques-Edouard Charret knew that converting to halal was going to be beneficial. What he didn’t know was just how quickly it was going to take off nor to what extent.

Temporisation and PR

Eight Quick restaurants became halal at the end of 2009. They were so immediately successful that very soon after the idea of perpetuating the operation was decided upon alongside opening new restaurants in March or April 2010. For some unknown reason (could it have been the controversy prior to the regional elections?), Quick changed its timetable. Consequently, a clear position has been clung to: Quick “is experimenting, the decision as to whether we shall forge ahead has not yet been taken”. A bunch of fibs from the PR department. Quick knew from the very beginning that if was entering a buoyant market, the only problem being that catering to a Muslim market would be considered a sign of communitarianism …

Certification is not the same as verification…

Certification gives an affirmation that a specific product is halal. Verification involves sending inspectors to check that the company is indeed abiding by the rules that govern ritual slaughtering. As it happens, many organisms that provide the halal certification in France certify the products of ten or so companies but don’t in fact verify that they are halal. In this way Fleury Michon, Nestlé (Maggi, Herta, etc.) and many others are certified halal, but are not checked by independent inspectors. This is the same case for Quick which is supplied by Voly Star and Socopa. The former is certified by the Paris Mosque and the latter by the Evry Mosque. These two companies supply so-called halal meat (beef burger patties and turkey) to the Quick restaurants, but there are no independent inspections. Consumers must just hope that they stick to their word, or rather that their halal stickers actually mean something! If Quick can boast about the quality of its products, including the halal ones, then the company should be a little more careful. As for the Muslims that stuff themselves in these restaurants, they should be more judicious… All of the products are not verified.

A polemic is emerging over a plan to open a number of exclusively Halal fast-food restaurants across France and certain politicians have expressed concerns about the project, which they are labelling “sectarian” and “discriminatory”.

France’s “Quick” fast-food chain is apparently intending to open 14 more Halal outlets across the country to cater to Muslim populations. This would add to the eight restaurants already opened up last year in several cities, a move which was also polemical and led to a compromise whereby both Halal and non-Halal food is now served to customers.

French daily “Le Figaro” reported that the 14, new “Quick” fast-food restaurants would be opened in the Paris suburbs, Reims, Strasbourg, Lille, Bordeaux and Marseille. There are already outlets in Roubaix, Marseille and several other areas.

The restaurant outlet has declined to comment the report but “Le Figaro” cites a Muslim consumer source as attesting the project is on the table.

After the polemic at the opening of an exclusively Halal “Quick” in Roubaix last year, certain local politicians in some areas say they will push for a similar resolution of the dispute by indicating to “Quick” their opposition to serving exclusively Halal food and the need to leave a choice to consumers.

The French newspaper noted that Claude Capillon, Mayor of the Rosny-sous-Bois suburb of Paris sees the project as “discriminatory” and will insist on choice in the outlets.

Capillon says he has confirmation of the plan to open a Halal restaurant in his constituency.

Similarly, Communist Mayor of La Courneuve in the predominantly Muslim area outside of Paris blasted the project and said it was “sectarian.”

Overall, the Halal market that caters to Frances six million Muslims is estimated by “Le Figaro” at 5.5 billion euros (USD 7 billion). Muslims make up about 10 percent of the overall French populatio.

Domino’s Pizza, which was among the first fast food outlets in Britain to serve halal-only takeaways, has ditched the menu after poor sales.

The chain enraged customers 18 months ago by completely removing pork from its pizzas in favour of halal-only meat at its branch in Hall Green, Birmingham.

But the pizza firm have been forced into an embarrassing U-turn back to their original menu due to poor sales.

Pizza fans in the Muslim area of Hall Green, Birmingham who were previously refused service when asking for a ham and pineapple or pepperoni pizza can now order their favourite toppings again after the store’s decision.

Domino’s Pizza have also reverted to conventional menus at the other two branches where they trialled halal-only menus for Muslim customers in Bradford and Blackburn.

In a letter to customers from its branch in Hall Green, which caters for surrounding Birmingham areas including Sparkhill, Moseley and Sparkbrook, Dominos explained: “I would like to draw your attention to the fact that the store is no longer serving a halal menu.

“Dominos Pizza Group decided to trial a halal menu in Hall Green and two other stores in 2009, but it hasn’t had the impact expected and the company has reluctantly decided to return to a conventional Domino’s menu in all three stores.

“This has not been an easy decision for us and we are sorry for an inconvenience.”

All pork products are forbidden by Muslim law, so the three Dominos halal trial branches had to take them off the menu.

Pizza lover Chris Yates, 31, from Moseley, Birmingham, was refused his favourite ‘Meateor’ pizza covered in pepperoni, sausage, meatballs, ground beef and smoky bacon when he tried to order last February.

He said yesterday (SUN): “It’s good to see Domino’s have seen sense so that their customers can enjoy their best pizzas.

“They may have trialled the halal-only meat to please their Muslim customers, but I’m sure a lot of other people felt discriminated against because they couldn’t have what they wanted.

“Pizzas like the Meateor, Pepperoni and Hawaiian are classic toppings which shouldn’t have been taken off the menu in the first place.

“It was as if I wasn’t allowed ham or pork on my pizza encase I offended someone.

“It did seem pretty unfair on non-Muslim pizza lovers, so for Dominos to recognise that it hasn’t been successful and stick to what they do best is a welcome move as far as I’m concerned.”

A Dominos spokesperson said: “We have been trialling a halal-only menu in three of our stores over the last 18 months.

“It hasn’t had the impact we hoped it would have, and we have therefore decided to revert to our conventional menu in all three stores.

“The decision has been a completely commercial one in line with the launch of our new lunch campaign.

“The timing of the decision has tied in with that campaign.”

(Cedar Rapids, August 8, 2010) Midamar has recently sponsored the 2010 National Scout Jamboree held in Fort A.P. Hall, VA. July 26th to August 4th 2010.

Since 1937, the National Scout Jamboree has provided unforgettable experiences for more than 650,000 Scouts and adult leaders. More than 2.8 million young people between the ages of 7 and 20 are members of the Boy Scouts of America. This year over 45,000 scouts and leaders from the USA and abroad participated in the Jamboree.

Midamar provided samples of Halal food to National Islamic Committee on Scouting for free distribution at their booth to “Scouts of all faiths tried the Midamar Halal Beef Jerky and really enjoyed it” said Naqvi thanks to Midamar for their support & help us to set up the exhibits area. A beautiful Mosque was established for the jamboree participants with an inflatable dome and minaret that became a landmark at the event.

“The mosque was the talk of the town. People would say “Meet me in front of the mosque” said Syed Ehtesham Naqvi, Chaplain General of Islamic faith for the jamboree. “The Boy Scouts recognized us a lot. On God and Country Day, Syed Naqvi was asked to give the prayer service in the morning at the Flag ceremony” he added.

The Mosque provided refuge from the storms, shade, and a place to relax. Groups of scouts would stop by to ask questions about the Muslim faith. There were more than 30 faith groups exhibiting at the Jamboree, as one of the scouting awards is to learn about religion.

“This is the first time in 100 years of scouting for Halal food and for a mosque” said Naqvi. “This is a great pride of the Islamic Scouting.” In the past Jewish scouts were getting the kosher meals during scouting activities.
The Muslim scouts were thrilled to be able to eat Halal food at the Jamboree, and at the Muslim Fellowship Day Halal Lunch were served to non Muslims scouts, leaders and guests such as Beryani, Baklawa, and dates.

Jalel Aossey, Director of Midamar Corporation and a former Boy Scout expressed his support for the Boy Scouts of America. “My favorite and most formative days were my days as a Boy Scout,” he recalls.”I really cherish those days and believe the skills and lessons acquired and learnt participating in sports and scouting pointed me in a positive direction and laid the foundation for who I am today.”

Being a Boy Scout helped him to learn more than just a few techniques of surviving in inhospitable places. “We were taught to utilise the resources around us. If you didn’t have a rope, you had to make one. If you didn’t have food, you learnt how to recognize what is edible and what is poisonous; you learnt how to tie a knot so your tent wouldn’t blow away … (being a Boy Scout) is about finding the best alternative and making do with what you have – if you don’t have the appropriate resources,” he says. Midamar is honored to be able to support the 2010 National Scout Jamboree and looks forward to supporting their future programs.

Bill Aossey, Chairman of the Midamar visited the Jamboree as VIP and attended the Friday Prayer at the Gilwell Park Mosque at the Jamboree which was named as first camp of Gilwell Park, UK where Lord Baden Powel starts the scouting. Prayer was conducted by Imam Pasha of Malcom X Mosque of NY, New York,
